Carl Fong

Member, Board of Directors

Carl Fong is the Chief Technology Officer for Orange County Department of Education (OCDE). His previous role at OCDE was Executive Director of Information Technology and he has served OCDE and the students in Orange County for over 36 years.  The Orange County Department of Education is a public education organization offering support services to 28 school districts, serving more than 600 schools and approximately 475,000 students in Orange County.  

Dr. Fong was President of the California Education Technology Professionals Association (CETPA) for 2006-2007, served on the Board of Directors for CETPA until 2010 and remains an active member of CETPA for over 22  years.  He was also a founding steering committee member, mentor and instructor of the Chief Technology Officers (CTO) Mentor Program of CETPA. He has presented at various conferences on technology including Cybersecurity and Data Privacy.

In addition, he also serves on the Technology and Telecommunications Steering Committee (TTSC) for the California County Superintendents Educational Services Association (CCSESA) and was the Chairperson for TTSC in 2009. In 2007, he was the first recipient of the TTSC Star Award that was presented to him by CCSESA.  In 2011, he was the recipient for the Information Security Executive of the Year  (West and North America) in the Nonprofit sector by T.E.N. For 2012-2016 he served as an advisory member for the California Association of School Business Officials (CASBO) on the CASBO by Design program. In 2020-2021, he served as a Cybersecurity Mentor for the Coastline Cybersecurity Apprenticeship Program.

Joining the ABF Board 

Aaron was a friend and colleague of mine. The reason I joined the Board of Directors, along with my board colleagues, is because I share Aaron’s vision on preparing the students of today to build a future of tomorrow. Technology is everywhere today and is constantly growing and we need to have the future workforce in protecting the technology. The students today are our future leaders of tomorrow.
